Mercedes-Benz has your answer. It's called kickdown mode. Perhaps Toyota isn't allowed to implement it for that reason?

I pity the nation(s) that actually manage to set off a nuclear device in the United States. More, I pity any other nation on the same continent - we're not known for measured and rational responses. I also think that other nations know this. The US as a sheer landmass is too big for anyone other than MAYBE China (ok, and N. Korea, because that fucker's just crazy) to think that you could nuke anything here without immediately devastating results for yourself. The US only inspects 5-10% of container ships entering the country - pretty sure it's not that complicated to sneak something in if you really wanted to.
But the way our public educational system is currently set up, all that would do is dumb down the education of the group that was previously actively learning. After all, part of the problem is that there is no accountability on the part of the teachers in public schools. In private schools, enough parents (or even just the one right parent) can have a teacher fired if necessary. You'd just trigger a flight to home-schooling for the super rich, with organized socialization activities so that they can still form the networks their parents did, just in a different setting.
Really, if we could find a way to once again de-stigmatize learning trade skills instead of trying to push everyone into the college track, education would improve. There's nothing wrong with learning to be a mechanic, or a plumber, or an electrician (god knows they charge enough), but currently, that's something you do after you've dropped out of school, done your stint with drugs (using, dealing, or both), popped out a few kids that you can't really support, and "found God", or some such nonsense. Instead, if we taught people how to do things that would lead to gainful employment straight out of high school, perhaps more children who would otherwise be disruptive and non-productive would not have their criminal stints before they got it together - helping everyone. People seem to forget that there are multiple ways to be successful in life.
