It used to be done this way, however. (I had the small pox vaccine at school the rest at the doctor, and I needed a doctors note to attend school showing that I was vaccinated) 1) Spend the money on public health 2) make it mandatory, with specific medically approved exemptions. 3) Viruses and bacteria are really excited about the religious exemptions I do believe that people have forgotten the serious nature of disease, because of the success of the vaccination programs. (No or limited personal experience of the diseases themselves)

Trump apologies aside, people have forgotten how dangerous "childhood diseases" can be and are severely overestimating the dangers of vaccination. The measles can kill and can have severe long term health effects. Having serious adults in charge would definitely help, and improving education so that people understand more about their personal health. If a fringe group is large enough, it can severely affect the health of everyone. 3) This problem could be solved with mandatory vaccination for all school children. You could require vaccination for school attendance and vaccinate them at school. I would assume that home schooling could be a loophole, but at least this would be a start. Herd immunity is important.
