At the moment that is true. Peter Sunde and other decided to partner with OpenNIC to try and get a .P2P domain up as fast as possible. It is just the first step and there is already a group working on the next step. We are planning the architecture, developing early alpha software and starting to coordinate the project. We are working on a completely distributed P2P DNS, that will meet the stated goals of the FAQ page that quote is from.
