I would favour 1. academia or 3. change the whole infrastructure to allow splintering if desired (feasible but difficult within this timeframe). I would also suggest existing NGO's might be better suited than even Namespace ZA... In answer to your question ("Who can you trust?") the answer clearly would be that we should only trust anyone who doesn't have any obvious vested interest in such control. And in this instance it is not only a matter of trust but capability. And capability is (unlike some other moronic post'ers suggest) absolutely critical. If the technological know-how and effeciency are not present it will be disastrous to the country's budding ecommerce businesses. I fear, in addition, that the government has other motives (such as broad-scale content censorship / revenue generation / etc) which are not quite so transparent and noble.
