The problem is that in certain areas Bell is throttling their wholesale customers as well, which applies to Teksavvy. I know that during the day at my Toronto apartment torrents are throttled to around 15-16KB/s. Also if anyone is using torrents on my network it severely degrades the quality of certain VoIP software. A problem that I ceased to have after I switched to a rogers service with a similar speed profile. I do have to say though, that I regret my decision to leave Teksavvy. They provided an amazing customer service experience and outstanding support. Their prices are the best in the city and their bandwidth caps are by far the most liberal. As soon as Bell stops their ridiculous DPI traffic shaping, I will be back to Teksavvy instantly.

Consequently they'll lose my business. I'm currently with Teksavvy and the pricing/service is excellent. Best I've ever recieved. I've used Rogers and Bell in the past and paid easily three times as much for the bandwidth I've used. Teksavvy also has an extremely helpful set of tech support staff and maintains an open dialog with their customers on the dslreports.com forums. Sadly, if Bell manages to get this usage based billing by the CRTC, I'll be changing to a cable service like Rogers as I won't want to provide Bell with any money even through another company. Currently, I use an analog phone service from Bell for around 30$ a month, with Teksavvy costing 35$ + Tax monthly for 200GB and a static IP. If I switch to Rogers, Bell will lose me as a phone customer. I'll have no reason to not subscribe to a digital phone service from Rogers.

I did switch to Teksavvy and have had a great experience customer service wise. However, do to their reliance on Bell, there's something fishy going on with torrent throttling. Between 4:30p.m. and 1:30a.m., I cannot exceed speed of 25KB/s down and 10KB/s up using torrents. Changing ports didn't help and using some of the 'encryption' schemes didn't either. I called in and was told that because the area I'm in (Near the Islington subway station in Toronto) has alot of torrent traffic, bell has started using traffic shaping. So, Where do I go from here? Any ideas? Rogers is right out and so is Bell. I like Teksavvy, but I don't like having my usage throttled like this.
