Moo. :\ I'd love to see a national Wi-Fi "pool" that users can hop into and "swim" in free of charge, with moderate bandwidth metering. Freshmeat IT workers could monitor and manage the Wi-Fi pool pro bono, as it could be something to put on their resume. A coalition of top IT professionals could oversee the "pool" as "lifeguards".
