A similar paper have been published in the WSEAS TRANSACTIONS on ENVIRONMENT and DEVELOPMENT in 2006 or WSEAS Transactions on Biology. I do not remember exactly this paper but it was also about photosynthesis from a high-surface-area foam containing enzymes that produce sugar using light and CO2
However, these good ideas are in the imagination of the scientists until and I do not believe that they will realize them before 2030. Maybe, we will need more time to see them in our real life.

Submission + - Scientists Need Volunteers to Look at the Sun
Hugh Pickens writes: "BBC reports that Royal Observatory's "Solar Stormwatch" needs volunteers to help scientists spot Sun storms — known as coronal mass ejections — before they cause damage on Earth. "When you look up at the Sun obviously it's too bright to look at properly," says Dr Marek Kukula of the Royal Observatory, but "with special instruments and telescopes you can see there's all sorts of stuff going on." Nasa already monitors the Sun using two 'Stereo' spacecraft that produce 3D images of earth's nearest star which can show the trajectory of these explosions. However, the sheer amount of data means Nasa's scientists are unable to analyse the data as closely as they need — which is where the world's internet population comes in. After a brief tutorial, users get access to the actual 3-D images taken by the Stereo spacecraft. If a user believes they have spotted the beginnings of a solar storm, they can bring it to the attention of scientists. "Every little bit counts," says Kukula. "I've spoken to the scientists involved and they all agree that even if you log-on and just do it for a few hours, get bored and never touch it again it's all really useful — and helps them to do their work.""
Half-Male, Half-Female Fowl Explain Birds' Sex Determination 117
Kanan excerpts from a BBC report out of Scotland: "A study of sexually scrambled chickens suggests that sex in birds is determined in a radically different way from that in mammals. Researchers studied three chickens that appeared to be literally half-male and half-female, and found that nearly every cell in their bodies — from wattle to toe — has an inherent sex identity. This cell-by-cell sex orientation contrasts sharply with the situation in mammals, in which organism-wide sex identity is established through hormones."
Kanan also supplies this link to some pictures of the mixed-cell birds.

I have the quite opposite opinion. This "Letter of Acceptance" is not authentic. How could be this ridiculous story true for a conference organized by a University? The Publishers do now have any relation with this nonsense. Do not be naive. I believe that the "Letter of Acceptance" that this academic criminal has on his web page is fake and copy-pasted from other real letter of acceptance. So, the letter of acceptance that this man has in his web page is absolutely false and copy-paste generated from other people's letter. This conference is organized by a University and it is impossible to has the review policy. On the contrary I strongly believe that this guy took a text from another OLD letter of acceptance and changed the title of the paper. This guy with this two animals simply wants to rag, since this "Letter of Acceptance" is not authentic I know him. I am from the same country and many times he traduces his students. Even a small child can understand that this "professor" copied and pasted a real letter of acceptance with his nonsence. I believe that this is "professor" is an academic criminal of the worst kind.
