The concern that I have is how did this get past the QA testers at CCP and into a production build?
Honestly that isn't really a concern. As a programmer I have to say that if a computer boots or not after a patch is not really a question that even should have to be asked. In the past 10 years any program, install, patch, or uninstall has consistently disabled computers maybe 20 times. CCP just happened to be one of the unlucky companies that happened to have this happen to them. The only thing CCP is at fault for is for having a file with the same name as a system file, which honestly isn't something you would have thought about until something like this happens.
