Zebano writes "Since changing the US constitution is too much work, the Iowa senate is considering a bill that would send all 7 of Iowa's electoral votes to the winner of the national popular vote in a presidential election. This would only go into affect after enough states totaling 270 electoral votes (enough to elect a president) adopted similar resolutions."

Gov IT writes "On Wednesday a federal court ordered all employees working in the Bush White House to surrender media that might contain e-mails sent or received during a two and a half year period in hope of locating missing messages before President-elect Barack Obama takes over next week."

Ian Tree, an IT consultant from the Netherlands, has started a campaign to convince IBM to open source the code for Notes/Domino. Hoping for results similar to the push for Sun to open source Solaris, which finally saw success in 2005, Tree makes the simple point that it won't happen until someone asks. "By being an open source product, Tree is also hoping that Domino becomes something schools use to teach groupware and application development concepts, which is the holy grail for future market adoption. This is how various Unixes, relational databases, Linux, and a raft of other products eventually became commercialized. While the idea of open sourcing any proprietary program is appealing, in as much as it sets a program free to live beyond the commitment (or lack thereof) of its originator, it is hard to see why open Notes/Domino would have any more impact than OpenSolaris."

theodp writes "Instead of laying off techies who directly help users, Robert X. Cringely argues that the best place to cut IT organizations is at the top. One of the great problems in IT management, Cringely says, is that the big bosses typically haven't a clue what is happening, what needs to happen, and what it all should cost. He issues the following challenge: 'If you are managing an IT shop and can't write the code to render "hello world" in C, HTML, PHP, and pull "hello world" from a MySQL database using a perl script, then you are in the wrong job.' Even with help from Google, Cringely believes many technical managers would fail this test and should get the boot as a result — you can't manage what you don't understand."
