Given how the poll is going, I'm guessing not enough people know about the Culture novels?
In which case it might be of help to point out that General Systems Vehicle is in reference to a type of ship in those books that's large enough to house millions, and is controlled by a nearly all-powerful computer Mind. These Minds often name themselves in amusing fashion (GSV Of Course I Still Love You, etc.)
The Culture itself is a galaxy-spanning civillization which is so advanced that they've virtually elimnated material poverty (at least on a human level), and is largely controlled by benevolent AIs. More details here, etc. etc. blah.
