It works if you are a "legal entity incorporated in Canada" but most people I know who would like to put up a .ca web site are not. This is typical corporo-centric beurocracy for my country. I agree that some review of a person's intentions for a domain is a good idea to prevent squatting, but it should be simple enough so that some geek who wants to build www.gilligans-island-unofficial-fansite.ca as a pet project can do so without too much red tape.
