Australian Government Censors Online Coms Document

MrPPS writes: In relation to the Australian Governments plans to record all citizens communications traffic, website SMH requested that the proposed policy documents be released under the Freedom of Information Laws. What they received was a document that was 90% censored, in order to prevent "premature unneccessary debate". What is it with the Australian Government and Censorship?
