You have clearly not been to New Orleans, have you? There is a huge majority of black people, whites are the minority. If you set a camera in front of a Walmart at any time it will likely still look like all black people were shopping/looting/malingering/loitering/shopping/shopping/smoking/walking-past there. It's just the way the racial distribution works there. Adding to that the fact that seemingly a majority of the white folk live in the better neighborhoods like the Garden District [where I lived, which had no water damage, BTW...] and the fact that property is and has been CHEAPER IN THE LOWEST PARTS OF TOWN... go figure... guess who lived in the most affected areas? Hey.. the lower income families!
