I live in Colorado, and this is the first time I've heard of this bill. I think that for a law such as this to be effective, and enforceable, a few thngs need to happen first: 1. The state needs to really spread the word, and get people to test the law. 2. The law enforcement agencies need funding or at least a mandate to pay attention to this type of stuff, or else they'll just brush off complaints and focus on more important crimes, understandably. 3. The state legislature needs to seriously consider whether it is their place to make unenforceable and ineffective laws with the sole purpose of enhancing their own political standing and without thought of the real reasons to enact anti-spam bills.
