Just a small correction if anyone cares: it wasn't the war in Bosnia. That one ended in 1995 and this one was the conflict between Serbia (Yugoslavia at the time) and NATO in 1999.
The last person that quit or was fired will be held responsible for everything that goes wrong -- until the next person quits or is fired.
