I have a naive and maybe stoopid question : If ITU wants to grab the authority that IANA has now, how the hell are they going to enforce it ?
Root servers are not going to magically change overnight, and people in the US and Europe are certainly not going to switch to whatever the ITU decides, just because the ITU decides.
It would be nice for the ITU to remember that the Internet works because everybody agrees with it. If people start to disagree, it will only lead to a split in the internet, and I'm pretty sure the ITU fork will not be the winner, given the history of the slug.

Officials are calling them 'unhackable.' iTnews reports that the laptops come armed with an enterprise version of the Windows 7 OS, Microsoft Office, the Adobe CS4 creative suite, Apple iTunes, and content geared specifically to students. New South Wales Department of Education CIO Stephen Wilson said that schools were 'the most hostile environment you can roll computers into.' While the netbooks are loaded with many hundreds of dollars worth of software, 2GB of RAM, and a 6-hour battery, the cost to the NSW Department of Education is under $435 (US) a unit. Wilson praised Windows' new OS: 'There was no way we could do any of this on XP,' he said. 'Windows 7 nailed it for us.' At the physical layer, each netbook is password-protected and embedded with tracking software that is embedded at the BIOS level of the machine. If a netbook were to be stolen or sold, the Department of Education is able to remotely disable the device over the network. Each netbook is also fitted with a passive RFID chip which will enable the netbooks to be identified 'even if they were dropped in a bathtub.' The Department of Education also uses the AppLocker functionality within Windows 7 to dictate which applications can be installed."

Unfortunately, I have to concur on that (and I'm French). But learning ten or so words of french will get you a long way (that, and not being an obnoxious american tourist)

Sites hosting the songs are now being sent cease and desist orders. 'Ironically, with its numerous pirated downloads available, the whole album has not leaked yet. According to a source, the only leaks are the ones Reznor approved himself. And whether he realizes it or not, Reznor may be building a new option for presenting music that augments the existing CD/tour scenario.'"

The rejected laws included provisions to hold terror suspects indefinitely, and to compel witnesses to testify, and were in some sense Canada's version fo the Patriot Act. The laws were voted down in the face of claims from the minority Conservative government that the Liberal Party was soft on terror, and despite the fact that Canada has faced active terrorist cells in their own country. The anti-terror laws have never been used, and it was viewed that they are neither relevant, nor needed, in dealing with terrorist plots. Hopefully more countries will come to the same conclusion."
