Apparently, Romanian console gamers are being punished for the deeds of Romanian card fraudsters by being denied access to the online stores and other for-pay online services of Nintendo, Sony and Microsoft alike. This (unstated) policy has drawn the ire of the Romanian gaming community, which is looking to the EU for redress.

They can claim [petitiononline.com] as much as they wish, they'll never get anything more than... an empty website [nintendo.ro]. Beware of the indifference of big corporations!

I have found some data that could be considered official, the most recent statistics being from 2006. http://www.ic3.gov/media/annualreports.aspx [ic3.gov] Top Ten Countries - Perpetrator [2006] 1. United States - 60.9% 2. United Kingdom - 15.9% 3. Nigeria - 5.9% 4. Canada - 5.6% 5. Romania - 1.6% 6. Italy - 1.2% 7. Netherlands - 1.2% 8. Russia- 1.1% 9. Germany - 0.7% 10. South Africa - 0.6% Now, It's hard for me to understand how 1.6% can be interpreted as high fraud.

It's hard to say why, but there's a myth about Romanian youngsters hacking and stealing credit cards, not to speak about the gypsies that help this myth to spread and gain credibility. I wonder if that belief had anything to do with Romania joining the EU...
