The vehicle network generates a tremendous amount of data. Assuming you get access to it, who trains thousands of mom & pop shops on what to do with it? (accurately). When I used to work for an OEM, there were always a large number of network data related questions coming from dealer techs (factory trained!) on a daily basis. I doubt any large OEM would sign up to answer the flood of calls from non-dealers. I'm not saying working toward opening up access is a bad idea, but it will take a lot of effort to make the transition successful and I don't know who is going to do it.

This is the most dangerous level. With Level 1 and 2, the car monitors the driver to make sure they are still alert. With 3, the car does not monitor the driver and performs all tasks - until it can't - then asks the driver to take over. NOW. Are you sleeping, playing Wordle, drunk? Too bad. I was hoping car companies would skip over this level and go to 4, a true autonomous car in a defined area.
