I think the key in talking with the people and get them on board is to describe to them the key reasons why you want to document things. Those being: Ensuring activities are done the same way every time, and to optimize the processes to find way to make them more efficient.
If you want the documentation to be useful, then whatever method you use to document it needs to be easily accessible to everyone (like the Wiki or a webpage) and have some control mechinisms so processes can't be changed on the fly. Which means you need an change/approval process - an easy one, submit to an process email account or a web based CR application.
