After consulting Google and all the other than Whatis dictionaries, it does appear that "bit padding" is frequently used to mean the addition of bits to make sure some transmission or storage unit is a standard or set size. And that "bit stuffing" is used more often to mean the insertion of control information in a bit sequence. So I've revised our definition of "bit stuffing" somewhat and added a new one for "bit padding." (I'm not convinced that padding is always at the end of a sequence.)
