Folks mostly think of cost of launch, radiating heat, and building the satellites and conclude it's cheaper to build on Earth. If everything was equal, it would be. However, it's regulations that kill you. EACH DC needs to run the gauntlet of federal, state and local government with massive NIMBY incurred by outside agitators. Meanwhile, orbit is an FCC bulk permit and a launch permit. Once you've done one they're routine and easy to plan for. I don't think we'll see a million DC's in space anytime soon, but they will exist and they will be useful. The right answer is "somewhere in between."
