As an Ontario resident I'm happy that I should no longer see texting while driving (yes it really happens). Something that concerns me even more is the number of drivers I see with their pets sitting on their lap or laying in the back window while they drive. One can remain in control of a vehicle while talking on the phone, but if Fido jumps on your lap from the passenger seat or backseat, it is very easy to lose control.
All pets should be in a kennel or in a caged off area of the vehicle (station wagon, van), otherwise a fine should be immediately issued.

pickens writes "Dan Berry writes in the NY Times that the State of Alabama is spending millions of dollars in federal stimulus money to combat Cogongrass, a.k.a. the perfect weed, the killer weed, and the weed from another continent. A weed that 'evokes those old science-fiction movies in which clueless citizens ignore reports of an alien invasion.' Cogongrass (Imperata cylindrica) is considered one of the 10 worst weeds in the world. 'It can take over fields and forests, ruining crops, destroying native plants, upsetting the ecosystem,' writes Berry. 'It is very difficult to kill. It burns extremely hot. And its serrated leaves and grainy composition mean that animals with even the most indiscriminate palates — goats, for example — say no thanks.' Alabama's overall strategy is to draw a line across the state at Highway 80 and eradicate everything north of it; then, in phases, to try to control it to the south. But the weed is so resilient that you can't kill it with one application of herbicide, you have to return several months later and do it again. 'People think this is just a grass,' says forester Stephen Pecot. 'They don't understand that cogongrass can replace an entire ecosystem.' Left unchecked, Pecot says 'it could spread all the way to Michigan.'"

But a recent study suggests that it may be more difficult than scientists had hoped to square string theory with inflation — the widely accepted notion that the early universe had a period of especially rapid expansion. Some say this could even lead to the abandonment of either string theory or inflation, though no one is ruling out a possible resolution yet."

This will likely give emergency operators better information to pass along to responders. They're also planning on implementing a program of street-corner video cameras, as seen in the city of London. According to John A. Feinblatt, Mayor Michael Bloomberg's criminal justice coordinator: 'The more information that the police have and the more quickly that they get it, the more likely that they are going to fight a crime.'" How practical do you think it is to expand this sort of project to cities across the country? Moreover, is it worth the expense?

As I watch the winter storm problems and electrical outages across the country, how do Slashdotters protect their houses (or cabins) when they are away in the winter? Is there a device that will call me if the temp in the house drops below a certain level? How about a broken pipe flooding the house? How can I keep advised of problems happening hundreds of miles away? (There will still be broadband at the house.)"

They see it as a cost-cutting measure." The French have not settled on a Linux distribution yet. The article quotes an analyst voicing a note of caution: "'The evidence on the cost savings attributable to a switch to Linux has been mixed,' according to Chris Swenson, director of software industry analysis at research group NPD. 'There has been some evidence that companies have to spend a good deal on training and support after you deploy...'"

Speaking at a regulatory hearing being held by the Canadian Radio-television and Telecommunications Commission (CRTC), CBC president Robert Rabinovitch noted that 'There's no evidence either in Canada or the United States that we have found for advertisers willing to pay a premium for a program that's in HD.' In order to cope with infrastructure and programming costs that are roughly 25 per cent higher, Rabinovitch proposes that the CBC start charging cable and satellite companies to carry their signal, and to limit over-the-air transmission. HDTV — good for Best Buy, bad for broadcasters?"
World's Largest Supercooled Magnet Activated 171
An anonymous reader writes to mention a C|Net article about the activation of the world's largest superconducting electromagnet. Switched on today at Geneva's CERN lab, the experiment is part of the Large Hadron Collider (LHC) project. The magnet, called ATLAS, worked on its first start up. From the article: "In use, the magnet will be used to bend the paths of particles formed from the collision of protons or lead ions accelerated to near light speeds in 27km diameter subterranean contra-rotating circular beams. The ATLAS experiment is one of five in the LHC, and engages 1,800 scientists from 165 universities and laboratories in 35 countries."

However, those countries involve state-based content blocking, with no transparency or legal recourse. In fact, several democracies — most notably Australia — have established limited blocking rules, while British Telecom, the UK's largest ISP, voluntarily blocks child pornography as part of its CleanFeed program. Even with various legal safeguards, many Canadians would undoubtedly find the blocking of any content distasteful. Yet to do nothing is to leave in place an equally unpalatable outcome that silences those would speak out against unlawful hate speech for fear of personal harm."

Researchers at MIT have outlined a relatively simple system that could deliver power wirelessly to devices such as laptop computers or MP3 players. In a nutshell, their solution entails installing special 'non-radiative' antennae with identical resonant frequencies on both the power transmitter and the receiving device. Any energy not diverted into a gadget or appliance is simply reabsorbed. The system currently under development is designed to operate at distances of 3 to 5 meters, but the researchers claim that it could be adapted to factory-scale applications, or miniaturized for use in the 'microscopic world.'"
U.S. Publishes Guide To Building Atom Bombs To Web 310
Jeff writes "The New York Times is reporting that the feds have shut down the 'Operation Iraqi Freedom Document Portal' due to concerns from weapons experts that the 'papers give detailed information on how to build nuclear firing circuits and triggering explosives, as well as the radioactive cores of atom bombs.' One diplomat is quoted as saying, 'If you had this, it would short-circuit a lot of things.' Indexes to older (less sensitive) documents (and some html from pdfs) are still cached at Google today. Rep. Pete Hoekstra pushed for the public release of the archive to help determine 'whether Saddam Hussein destroyed Iraq's weapons of mass destruction or hid or transferred them'. Critics have said the archive was created to perpetuate misinformation about WMDs."
Airport To Tag Passengers With RFID 262
denebian devil writes "A new technology is to be trialled in Debrecen Airport in Hungary that will involve tagging all passengers with high-powered RFID tags. From the Register article: 'People will be told to wear radio tags round their necks when they get to the airport. The tag would notify a computer system of their identity and whereabouts. The system would then track their activities in the airport using a network of high definition cameras. "[The tags] have got a long range, of 10m to 20m," said Dr. Paul Brennan of University College London's antennas and radar group which developed the tags, "and the system has been designed so the tag can be located to within a meter, and it can locate thousands of tags in one area at a given time."' The system is being touted for 'Improving airport efficiency, security and passenger flow by enhanced passenger monitoring.' BBC is also reporting this story, and brings up such hurdles to the project as 'finding a way of ensuring the tags cannot be switched between passengers or removed without notification.' As for any mention of the 'hurdle' of people's rights, the article vaguely and briefly states that 'The issue of infringement of civil liberties will also be key,' but doesn't bother to go into any pesky details."
