it's worth noting that the "info" work emerged from NISO's OpenURL development. OpenURL is a standard for packaging metadata into a URL. Hundreds of libraries around the world have implemented resolution systems ("link resolvers") based on this OpenURL standard.

The info URI will just be a way to reference things so that these link resolution facilities can understand.
