This strikes me as a simple deep pockets argument, not an ethical argument. The person guilty of murder is not the knife maker. The person guilty of litter is not the paper maker. The person guilty of releasing carbon dioxide is the person who releases it, not the person who made the food (consumed by animals and humans) or fossil fuels (burned by consumers and coal fired electrical plants).

Right now the price of most things do not reflect the real cost of producing or offering them. By forcing producers to clean up the carbon that eventually makes it into the atmosphere as a result of their economic activity, prices will go up so that the cost of things more accurately accounts for their real production cost. Its win-win too, because not only would carbon get cleaned up, but this has the implicit benefit of also making clean products/services cheaper and more competitive, as the real cost of offering them doesn't have to account for carbon re-capture.
