As much as I support this and think it sounds like a good idea, I don't know how well it would go over. First, I suspect a good majority of the air miles flown are used by a relatively small percentage of the population. In my 38 years on this earth I can count the number of times I've been on an airplane on both hands, and I suspect I'm not alone in this. Actually, I would almost be willing to bet that the majority of people in the country are not too far off from me there. Second, you would effectively have to convince an entire industry to shoot itself in the foot. You would have to get the airlines to agree to fly less flights and sell less tickets. It's the functional equivalent of getting Walmart to agree to limit selling ever man, woman, and child either one large steak per year, OR 3 small steaks per year, OR allowing them to sell their stake in steaks (Hahahaha, sorry, bad pun!) to someone else if they didn't like or didn't want steaks. I don't think neither the airlines nor Walmart would agree to those terms.
