Yes before the Pirates. Activists created a movement attempting to prove that prehistoric man was changing the world by over usage of "R". the governments then passed laws forcing people not to use R's.
The pirates were the final result as the earth adjusted mans mistakes by creating people to use all the excess 'R's.
