Most games released after about 2022 won't run well or at all on PS4/Xbox1. If you want anything even semi-recent you need the current hardware. Of course it's reaching EoL soon so maybe wait for the new stuff?
In any case, that's what you get. You might not respect the improvement in hardware or the available software, but developers definitely were not targeting PS4/Xbox1 after 2019. Obviously lots of consumers that aren't you understand why they want PS5 games because they were selling pretty well before now.
Correct, the dip in sales was to be expected anyway. Most console hardware is getting pretty old by now in terms of generational power.
Sony fabbed Cell for the PS3 and it wrecked them financially. It was expensive, and Cell never lived up to the hype. For PS4 onwards they chose AMD hardware. The rest is history.
Under the present circumstances, they would have needed to have the foresight over 5+ years ago to see that AI would consume the global supply of RAM and storage and produced their own fabs for RAM and NAND to avoid this crisis. And even then they would be better off selling those products to the AI market than in aging consumer consoles!

China is dumping. They're keeping factories spun up as best they can to inflate those GDP numbers to hit the targets they set for themselves. Central planning at its finest. Consumption rates in China are dropping, forcing them to export.

Making and commercializing games with this toolset sounds like it may be the next RPGMaker (only more generalized to multiple genres). Lots of crap with recycled assets being schlepped at low prices. Hopefully there will be appropriate watermarks to keep such garbage from clogging up online stores.
That being said, producing simplified proofs-of-concept could be accomplished with this toolset. Designers/teams with actual talent could produce something better with non-AI assets.
