The real savings are in labor costs. A friend is a manager in the public works department of a city of 50,000 in Minnesota. When they converted over to LED signal lighting, they laid off two full time union employees. This saved the city nearly $100,000 in labor costs annually. The energy savings were less than $10,000.

If you sell goods to the pirates or buy the stolen property from the pirates, you are an accessory to piracy and have no reason to complain if your house or family gets attacked or raided by a military force sent to eradicate the pirates. The towns the pirates operate out of are known. The whole pirate economy has to be shut down.

The error causes the targeting radar to miss the target, not the Patriot missile. While the targeting radar is a narrow beam, it is still much larger than the missile. Looking at the numbers I would guess 250 meters in diameter or so. After the search and acquisition radar picked up the incoming Scud, the targeting radar would be turned on. This radar would be aimed in the wrong place and not detect the Scud. Therefore, no Patriot missile would be launched by the system because there was no target. The error has nothing to do with the missile missing it's target as it was never launched.
