Odd, but I've never heard the "other side" argue to disarm the government - never heard "let's arm everyone with daises and sing Kumbaya". Those who want to disarm society invariably mean to make the government bigger and stronger.

Fax machines persist because they are easy to use, and they work. Drop in the document, hit a few buttons and walk away.
No boot-up, paper handling hassles, scanning, file management, choices, etc. Just drop, dial and shoot.
Fax is going to the network, where IP will replace the modem, but the concept is so simple that it persists.
Why do we still "dial" phone numbers on our cell phones?

With "worldwide output in the nanogram range", I'd do the rocket motor research here before investing in Van Allen belt farming. The papaer estimates, at best, 15 nanograms in the entire region!?!? Even with 100% efficient harvesting, and the most rosy estimate of content, we are talking 15 nanograms.

While it may be a "concept", practicality is so far away we may want to work on ESP or try deep mining for dilithium crystals first.
