Set speed limits for safety (Score 1)

If posted speed limits were set to produce maximum safety by finding the 85th percentile speed of free flowing traffic under good conditions and round the number to the nearest 5 mph interval, there would not be enough violations using a small grace for speedo error for the tickets to even pay the costs of the electronic monitoring systems, let alone produce the obscene profits that governments demand from speeding ticket robots.
