In response to your question concerning the Oort Cloud, I doubt that it could be on the outside. Just look at this comparison from wikipedia. In terms of fuel and posts and whatnot, first we'll need to make sure that our aeronautics program lives on through the next decade before turning to the what-ifs. Good question.
