Skillful technical people cannot be guaranteed as successful managers of other skillful people. A manager is almost always going to be managing people who are more technically skilled at their job. If that's not the case, you are confusing the word manager with supervisor.

A CIO is the highest level of manager, and therefore his technical skills hardly come into play. We shouldn't criticize him because he doesn't have the same background as some of us. Obama doesn't know the exchange rate of the dollar to the South African Rand or the unemployment rate in South Dakota off hand. He leads people whose job it is to keep up foreign relations with SA and others who create job opportunities in South Dakota.

I agree. It would be a shame if the mission ended after five years because of dust covering the solar array. TFA says that after the cleaning only 28 percent of the sunlight hitting the array was getting past the dust. Imagine how much more power the rover could have with a cleaner that keeps that number closer to 75 percent.
Lesson learned. Someone write down to send lens cleaner with the first manned mission to mars.

Reducing the length of the Yellow will make the intersection more dangerous.

Continue reading those laws and I'm sure you will learn that to qualify for a ticket you must "enter the intersection" when a red light is illuminated. The length of the yellow light has nothing to do with allowing the driver to reach the other side of the intersection, it is all about giving enough warning to make the decision to stop before entering the intersection. Keep in mind also that some older intersections do not have dual-red phases in their logic. The instant North/South changes to red is the instant East/West sees green.

Shift all focus to approaching and entering the intersection, not being in the intersection, and I think you will realize the importance of the length of the yellow to both safety and government revenue.

The referees of the NFL (which I am not) would tend to disagree. I'm not trying to start a sports discussion off-topic but remember that the yellow line is only for home viewers. The measurments of the first down are very exact once the referee makes the initial spot of the ball. The NFL will NEVER take away that power from on-field persons...but back to the yellow line. TV viewers have a perspective which selects only the players at the start of the play that eventually narrows in on only the ball carrier. Before the yellow line TV viewers could not see the sidelines during a play, which is where the "chain gang" remain. Everyone in the stadium can reference the sidelines. Now TV viewers can reference the yellow line.

Even limiting availability to large cities in China, I don't see any demand for electric cars materializing there. Even though they have been marketing towards, "cab operators, government agencies and corporate customers," this cannot sustain such a new venture.
All the salary information I can find pegs the average salary in Chinese cities and towns at close to USD$5,000. That's Yearly! Sure there is wealth, but the gap is enormous. And you will not convince the Chinese wealthy to drive some introductory electric car over their other expensive, flashy imports. Image is too important.
Their delay to launch in European and US markets until 2011 seems like a bad decision.
