First, since I have held a 17 years Patent, since 1992, dealing with Holographic TV technology, I sould know more than most respondants on said matter, namely dealing with the factual issue as to the disposition of all usPTO tm ( American ) Patents, of which said US Patent and Trademark Office does not exist as a authorized agentcy of the government of the United States of America. And since the Republican held House of Representatives passed H.R. 1907 ( Sentate passed S.507, replacing S.400 ) in 1998, and President Clinton signed it as "rider" attachment to the Ominbus Buget Bill", the usPTO, now tm registered required ( they did not registar with WIPO ) they are now a privately held corperation, as that of the us Post Office tm ( you just had to pay an extra 1 cent charge on a 33 cent us stamp tm, because they, the ( us Post Office tm ) stated they clearly stated " we have to raise the price on a 33 cent stamp tm, a penny because we do not recieve money fron the US Treasury anymore" proof of their private corporation status, any comments, people. And now that the "US Tax-payer" does not pay to run the usPTO tm, starting in 1992, the inventors solely own it as "9 tenths the Law" rule, as no money from the US Dept. of Commmerce ( the Fourth Branch US Constitutional Authority, Read your "Federalist Papers" and the Dec of Ind., the "Citizen Inventor's" powers, plus the resent release of Jefferson's actual hand written documents ) and the General Revene Fund ( US Treasury ) and the Filing and Maintaince Fees, now adding up to 2 Billion dollars and growing ) which are solely used to run the usPTO tm, the issue of patents is that entirely of the US Inventors authority and decisions, not that of the "US Tax-payer" ( you do not own the usPTO tm, people only the US Inventors have the rights, period )so it is totally Moot, in this matter..
