The issue is that while heat pumps are more efficient at providing heat per unit of energy input, the energy input is electricity. Where I live electricity is 3x cost of gas, so it is more expensive to run a heat pump, even if the heat pump is 100% more efficient. And that is before you factor in the cost of retrofitting the 22mm piping and new radiators to distribute the low grade heat the heat pumps provide.

I live between the river Wye and Severn.. Once these were a salmon rivers, supporting a thriving local fishery. Now the salmon are all but gone. When I go into the estuary at low tide I find raw sewage, tampons, toilet products. The ancient art of lave-net fishing was a sustainable local method of harvesting the salmon. Now the local lave net fishermen are not permitted to take even a single fish because the salmon numbers are so perilously close to extinction.
