I have to agree with 2 things said here - people referrals and head hunters. Being in the field for almost 30 years as a developer myself, I've found every one of my jobs this way. When I was a hiring manager, it's how I hired people.
Secondly, have you considered not who you want, but what you want them to do? One area that is often over looked is finding talent to complete projects. If you have good people now, folks that can define the projects that need completing, then you can shop the project. In the computer field, we say "use the right tool for the task". If you apply that to the tasks you need completed, find the right person for the task and they will give you a good result.
If you go the task route... The people can literally be anywhere - including telecommuters. BUT, *beware* seriously low bids for work. It usually results in crummy code.
You don't mention where your company is... Maybe someone here is close and looking... Just a thought.
