This is nothing more then financing current wave of terrorists imported to Europe by Merkel and other leftist governments. Some local communities suddenly realized that 80-90% of so called "immigrants" are fighters from Islam State ready to take over western cities without single shot.
Now with this new incentive, no requiring any identity documents more will follow. In just Sweden, 20 000 fighters already disappeared in thin air.
