Burning fossil fuel makes a great deal of energy as it produces CO2, and only a small part of that is useful work. Running the reaction backward is energy inefficient as well, so you take an energy loss twice, to say nothing about the capital cost and scaling problems associated with making gasoline out of air. It is literally a no brainer to find a place where you can use the electricity directly to replace burning fossil fuel. Examples include furnaces for making glass and steel, making aluminum, and heating your house and hot water. These can take full advantage of cheap electricity. Sounds like someone is floating a trial balloon to look for venture funds.
