[Consider this note a sanity check for people using the web as a research tool.] The exchange noted above occurred as part of US House of Representatives testimony evaluating recent accomplishments of MT research funded by NSF (at MIT, Harvard, and elsewhere) prior to presentation of the 1966 ALPAC Report. Your source sentence is mistaken, though, along with part of your exegesis. (For the record, this research was focused on uni-directional--not bi-directional--translation of physics abstracts from Russian to English.)
