A large fraction of "American" scientists are immigrants who never really assimilated to American culture or political norms. That they want to go home is not too surprising. The root problem here is decades of immigration policy designed to drive down salaries for scientists through immigration, thus driving the smartest Americans towards Wall St. and other dubious endeavors.
