I agree that state agencies should consider free software when possible. But to ban proprietary software would prevent agencies from choosing the best, most effective, and secure solutions when free software cannot fill the requirements or does not exist. It also ignores the trend toward hosted applications.
I believe you're right. My employer switched from Dell to Lenovo and back to Dell again for one generation of desktop PCs. Many people asked for their old Lenovo keyboards back. Luckily our PC team has a stack of these Lenovo keyboards NIB in the storeroom and my co-workers and I were able to snag some for use with our laptop docking stations.
For several years I used a "laptop style" keyboard on the theory that it would be less jarring to switch between the laptop and my docking station. But then I tried one of these Lenovos and I realized that I was just needlessly torturing myself, as I am docked 95% of the time.
For an extra $5 the Lenovo Preferred Plus is really excellent. Nicely tactile for a rubber dome, quiet enough for the office, better key travel than a laptop-style keyboard.

That said, there’s a Unicomp buckling spring Model M style keyboard on my wishlist because I have nostalgia for that tactile, clicky feel. Luckily my office mates wear noise-cancelling headphones to listen to podcasts...
