Actually, water has been a problem for civilizations throughout history (including the Anisazi mentioned earlier in this thread, whose civilization failed largely because of unforeseen consequences related to their irrigation methods). Water problems have led to the collapse of civilizations that lasted for hundreds of years, though modern technology does alleviate the problem somewhat.
