Why is implementing or expanding
on someone else's idea/invention
called stealing?

Same reason it is if someone moves into your home.
Or drives off in your car.
Or sleeps with your spouse,
opps that's called something else, isn't it?

Taking something that doesn't belong to you is the definition of theft.
