I think a better example (sticking with chess for the moment) would be 'teaching' a computer how the pieces move, the basic objective, and letting it 'learn' from there.
If someone could write an algorythm to 'learn' to play from the relatively simple rules of chess, that would definitely be a step in the right direction.
You could measure how long it takes the program to 'learn' such basic chess concepts as a fork, discovered check, skewer, etc., and then apply them to eventually beat a preprogrammed mahcine!
If that algorythm was written, then it probably wouldn't be long before it's also playing go, or any number of other tactically simple, strategically complex games.
