I use multiple ISPs to send mail (1 at home, 2 on the road). All three use dynamic IPs. One ISP(AT&T) uses lots of dynamic IPs. I don't host my domain, so it's going to be next to impossible for me to have control over configuring the mailserver. I bought my domain so I would never have to change email addresses again and as a front for my business so potential employers can contact me. If my initial messages to them are tagged as spam, I'll lose to do business. Furthermore, this isn't going to stop an unscrupulous ISPs from setting up zillions of domain names and throwaway accounts to send spam through.
