Since I've been having serious problems with satellite all week, DeviceGuru's submission was really interesting to me. coondoggie writes "The Federal Trade Commission today got a US District Court to stop permanently what it called the illegal operations of an Internet-based check creation and delivery service, and to require the group to give up over half a million dollars in ill-gotten gains. According to the FTC, Qchex.com created and sent checks drawn on any bank account that a Qchex user identified, but did not verify whether the user had authority to draw checks on that account. As a result, fraudsters worldwide used the Qchex service to draw thousands of checks on bank accounts that belonged to unwitting third parties. 'The evidence shows that the launch of Qchex.com was a "dinner bell" for fraudsters and resulted in a high number of accounts frozen for fraud...' said District Court Judge Janis Sammartino."

thepacketmaster writes "The Star reports about a new power generation model using smaller distributed power generators located closer to the consumer. This saves money on power generation lines and creates an infrastructure that can be more easily expanded with smaller incremental steps, compared to bigger centralized power generation projects. The generators in line for this are green sources, but Hyperion Power Generation, NuScale, Adams Atomic Engines (and some other companies) are offering small nuclear reactors to plug into this type of infrastructure. The generator from Hyperion is about the size of a garden shed, and uses older technology that is not capable of creating nuclear warheads, and supposedly self-regulating so it won't go critical. They envision burying reactors near the consumers for 5-10 years, digging them back up and recycling them. Since they are so low maintenance and self-contained, they are calling them nuclear batteries."

Last month we discussed NCSoft's announcement that Tabula Rasa would be closing its doors at the end of February, and their plans to remove the subscription fee for all players in January. Well, they've decided to go completely free a month early, alongside the release of a variety of new content. The game has finally gotten a first-person camera view, something many players have been asking for since launch. A new instance and several other bits of additional content are available as well. NCSoft also previewed player-controlled Mechs and PAUs, which will go live in the next major patch. Ten Ton Hammer has an interview with Net Devil's Scott Brown about the closure of Tabula Rasa.

An anonymous reader writes "Michael Geist is reporting that Canadian cultural groups including ACTRA and SOCAN have called on Canada's telecom regulator to implement a massive new Internet regulation framework. This includes a new three-percent tax on ISPs to pay for new media creation, Canadian content requirements for commercial websites, and licensing requirements for new media broadcasters, including for user-generated content."

"America's top spy agency has taken over the former Sony microchip plant and is transforming it into a new data-mining headquarters... where billions of electronic communications will be sifted in the agency's mission to identify terrorist threats. ... [Author James] Bamford writes about how NSA and Microsoft had both been eyeing San Antonio for years because it has the cheapest electricity in Texas, and the state has its own power grid, making it less vulnerable to power outages on the national grid. He notes that it seemed the NSA wanted assurance Microsoft would be here, too, before making a final commitment, due to the advantages of 'having their miners virtually next door to the mother lode of data centers.' The new NSA facility is just a few miles from Microsoft's data center of the same size. Bamford says that under current law, NSA could gain access to Microsoft's stored data without even a warrant, but merely a fiber-optic cable." The article mentions the NRC report concluding that data mining is ineffective as a tactic against terrorism, which we discussed a couple of months back.

The Panoramic Survey Telescope and Rapid Response System (Pan-STARRS) has been built by researchers at MIT's Lincoln Lab. At its heart is a 1.4 billion pixel (or 1400 megapixel) camera that will scan the night sky looking for rogue near-Earth objects from atop Mount Haleakala in Maui Island, Hawaii. The system uses something called an orthogonal transfer CCD to remove atmospheric blur from images."

'The total length of the ruler is 480, with marks at positions: 0 12 29 39 72 91 146 157 160 161 166 191 207 214 258 290 316 354 372 394 396 431 459 467 480. (This ruler may alternatively be expressed in terms of the distance between those positions, which is how dnetc displays them: 12-17-10-33-19-...).' 124,387 people participated in the project and two people found the shortest ruler, one on October 10, 2007 and the other on March 24, 2008."
