While I am sure "avoidance" happens in Ireland as in any country the reason the tax take collapsed (for the most part, many books will be written about Ireland in the coming years) was the collapse of the construction industry which shrank in size by over 50%. Considering it was the largest part of the tax income this had a major impact on the country's budget.
