I read the question differently—that for any use case of requiring or preferring business text in all capitals, it needn't be entered directly by the user through a keyboard toggle state, but rather we are in a era when the system displays the text in all caps via display styling—because the business need of all caps is for a person to see it in all caps, rather than the data entry user choosing to do so (or not) directly into the database.
For legacy systems requiring the data in the database itself to be the caps version, there are other methods as suitable to toggling that keyboard state but "out of the way" for other use cases.
