Which is why this was created as an act of congress, not by the FCC. The FCC was then asked to administer it. It most certainly does apply to broadcast, cable and satellite television distribution networks. One open area -- which I think has been resolved -- is whether this applied to network promos for their own shows, e.g., when you see an ad on the Superbowl for the David Letterman show.
