To briefly reconstruct my comment:
1) Exceptions to data caps are absurd; the cost of delivering bandwidth has drastically fallen (in the many thousands of percentage points) compared to the rising prices that ISP's charge. Data caps are an artificial limit to implement a sense of artificial scarcity; bandwidth is not so scarce as water and natural resources, when you can spin up a fresh 10 gbps switch for about the same price as a 10 mbps switch cost 20 years ago. How do you think Verizon and Comcast grew into such big media conglomerates, whilst beating the network congestion drum?
2) Slashdot is dead. 10 comments on a network neutrality topic? Long live Slashdot.
