Actually, technically, NZ is a state of Australia under the Commonwealth of Australia Constitution Act 1900. Proof on this link: http://www.aph.gov.au/SEnate/general/Constitution/preamble.htm S.6 states that the definition of "states" shall include the colony of New Zealand. Not sure what that means in practice and as a Kiwi I would strongly resent NZ being considered a state of Australia if I thought that affected our governance! But it doesn't so am not worried.
